Hodgson, who was recently appointed as the long-term successor to Fabio Capello, named his 23-man squad for Euro 2012 last week.
However, three of the seven out-and-out defenders selected in that squad have been given extra time off following Chelsea's Champions League win over Bayern Munich at the weekend.
Former captain John Terry, Ashley Cole and Gary Cahill will not join up with the England squad until next Tuesday, leaving Hodgson short of options for the game in Oslo.
To provide cover in his ranks, Hodgson has decided to turn to his old club Liverpool by drafting in Kelly for the match with the Norwegians.
Kelly has made 12 appearances in the Premier League this season and has featured 47 times for Liverpool in all competitions since making his debut against PSV Eindhoven in the Champions League in 2008.
The 22-year-old has won six caps for the Under 21s, scoring three times and was also a member of England's squad at the Under 20 World Cup in Egypt in 2009.
The Football Association has confirmed Kelly will return to Liverpool after the Norway fixture, with England then facing Belgium at Wembley on 2 June.

No point someone like Richards going in for a meaningless friendly if he's been omitted from the Euros team. A good chance for a promising young talent to get international experience.

Not that I'd prefer Richards getting the nod over Kelly but that stands for Richards also. Richards is only 23 and Kelly is 22.

You'd expect a english youngster who shows from a very young age that he can compete at the highest level, to be included in the national team. that being said it does bring me some joy to think of a man city player losing to a Liverpool player. especially as I do think Kelly deserves a few caps

Are we sure there's not a trick we're missing with Richards anyway? Capello wasn't fond of him, Mancini dropped him in favour of Zabaleta for the last 6 games of City's season and now Hodgson has given him the cold shoulder. That's 3 managers there.
KazekouWed 23/05/12 at 13:15 Yes but as many managers have started him in massive games. And to be fair Zabeleta is a very good player with a lot more experience. The thing is Capello had Glen Johnson, Mancini has Zabeleta and hodgson IMO doesn'y have the best of opinions and has Glen Johnson. Who can cover very well at LB too and has a very good left foot. Because he plays in big sides, there are always older and more experienced players all around him. It's never going to work out for you when the chips are down if you are young. And yea, your point about the friendly is true. But it implies that if a player drops out to injury, then Kelly will be called up as a replacement. Because he will have experience working in the new set-up
