The Wales international signed a long-term contract after passing a medical at Melwood.
After finalising the deal, Allen told Liverpoolfc.com: "I feel incredible. Everyone knows the history of this club, it's a massive club, and I'm delighted to have joined.
"The passion that people here have for football is something I share and I want to be part of that.
"I'm looking forward to being part of some great years ahead for Liverpool Football Club."
The 22-year-old becomes our second summer signing following the arrival of Fabio Borini.
Brendan Rodgers said: "I'm absolutely delighted that Joe has made the decision to come with us on this journey.
"Joe is a player whose profile will fit perfectly with the ideas of this group. His ability to control and dominate the ball is an important ingredient in our attempt to gain success on the field.

Hey give Charlie a break. We all wanted him when he was banging in goals from corner kicks; now he's not good enough? He's only had one season. No one said it would be easy.
EddieCSat 11/08/12 at 11:45 Maybe under a different manager I'd be willing to give him another season, but I really don't see him fitting into the Rodgers style of play - he just isn't mobile enough. Someone will have to leave I reckon - no point in keeping 7 CM's - and it will be between Adam & Spearing IMO.
OlivavuSat 11/08/12 at 11:59 Adam was poor overall last season. He is slow and laboured and just doesn't fit this system - like Carroll. He looks the odd man out and I expect he will leave at some point this season.
LFC SUBSat 11/08/12 at 12:11 I watched Adam a few times last season at anfield and once at villa park and what you get a much better idea of live are his limitations. He hits some good passes, is strong and his free kicks are good (although we didn't see many good ones) but he average in most other departments. The main one he is slow and not very agile and clumsy in his tackling.

I would have preferred that also. Whatever he earns in wages is money wasted.

I seriously would keep Adam before Spearing , Adam can score goals , make crosses and take free kicks , Spearing cant do any of those and is also not constructive in midfield the one thing we lacked last season and was glaringly obvious was the lack of understanding and intelligent play out of midfield . Spearing was the tip of that coz he would be the connect between defence and attack and to me he usually took the wrong option. We need more creative players in midfield and with Allen and Lucas we have them Stevie is in a world of his own . Adam to me is a better back up than Spearing.
